PRESIDENTS REPORT:

A. AHEM Faculty Rep Job Description-Please see lilac colored flyer, with job description and letter to Paul Cady.

B. Budget Committee- Tentative meeting dates will be sent out later. The four officers are on this committee and President-elect. This will have three readings, one at the Executive Board and two at Rep Assembly meetings.

C. Recognition Dinner- Tues., May 13 at the Seasons at 5:00PM. Invitations will be sent after break.  .

D. New Contract Books- Working agreements will be in the office on Friday but will not be ready for pick up until after spring break. Sandy will send a message when contracts are ready for pick-up.

COMMITTEE REPORTS:

A. Elections: Confirm Election Results: Jana Rieck--Please see coral colored report. J. Rieck made a motion to accept elections results for 2008-2010 President and NEA Delegate Voting Results. Committee second.  Motion carried. The results of the state ballot will be presented at the Education Minnesota Rep. Assembly.

B. Legislative Update- J. Blaha and J. Stoltenburg Please see lilac colored flyer.

  • Deadline for bills is by the end of this week.
  • Statewide Health and Rule of 90 bills are moving through committees.
  • School Report card survey would have students rate schools/administrators/teachers.
  • The Reading Test is starting to move through the houses. Look for the legislative alert. This would be a test you would have to pay for if you are a pre-service teacher.  The areas tested look at a very narrow range of skills.
  • The Physical Education Bill is still going well but not as strong as last year.
  • How to make your way through the caucuses is important. Look for training if you are a delegate.

UNFINISHED BUSINESS:

A. Staff Development Training- This will be on Wed., March 12, 2008. This is with Garnet Franklin from Education Minnesota who is very knowledgeable about Staff Development and the state statute. She will provide a question/answer time also. Please come if you are interested even though you are NOT on the Staff Development committee at your site or on district committee.

PROPOSED BUSINESS:

A. Progress Reports from Task Forces-

  • Elementary task force members are still discussing the list of items from Meet and Confer. Every item is being put in a matrix that will be itemized into Challenges, Solutions, Impact, Priority, and Cost.
  • See Yellow flyer from Secondary Task Force. Family/Teacher Communication is the biggest issue. There is one agreed on item: The committee has agreed that Staff planning days are only staff planning days and should not used for meetings, Four period day will be discussed at the next meeting.
  • Special Education is talking about paper work, communication, and collaboration. Third party billing was discussed. This committee has met five times.

PRESIDENTS REPORT:

  1. Ballot Box Distribution-Boxes need to be in AHEM office by 6:00PM on Tuesday, Feb. 26. You must also enclose the envelope with signature sheet. Itinerants may vote in the building where they are teaching that day. They must sign in with their name and home site. Put these ballots in a separate envelope. Fair share members cannot vote in this election. No discussion of candidates should occur in the balloting area. There is absentee balloting in the AHEM office on Wednesday, Feb. 27 until 5:00PM. The results will be sent out by e-mail from Sandy on Thursday, Feb. 28. Candidates will be called on Wed. evening. The state results for state-funded delegates will take 2 weeks. Faculty reps are asked to help with counting the results from their respective sites.
  2. Meeting Date Changes- March meeting dates have been changed.  There is a Teacher Rights Meeting Monday March 3; Rep Assembly will be on March 10 and Executive Board on March 24
  3. Staff Development Training-This training about Staff Development with Garnet Franklin will be held on Wed., March 12 from 4:30- 6:00 PM. Please see Green flyer.
  4. Approve Faculty Rep Job Description- This needed updating. Please see salmon colored flyer. New items are numbers 12 and 13. L. Corgard made a motion to approve the AHEM Faculty Representative Job Description. Second by J. FitzSimons. Motion carried.  This will go into the policy handbook. The description will be sent to district office administration and building principals. 

COMMITTEE REPORTS:

  1. Legislative Update-J. Stoltenburg. Please see lilac flyer. We need to move forward the statewide health insurance bill. It has been filed in the house and senate.  A Rule of 90 bill has been authored.  The cost would be 1.6 % of our salaries, with half paid by the employee and half by the employer. Our employee contribution is well above the national average already.   It is important to move the bill forward.  Contact your legislator. See committee members on back of flyer. Please sign up on Rule of 90.org.

UNFINISHED BUSINESS:

  1. Candidate Debate- J. Blaha and J. Belpedio completed the second candidate debate.   Thank you for participating in this process.

  1. Update on School Board-S. Wenzel campaigning activities. St. Paul Teachers have been notified of the Wenzel anti-union activities.

PRESIDENTS REPORT:

  1. Calendar Committee- See yellow flyer. Calendar will be presented to the School Board tonight Feb. 11, 2008. 60/40 day is now a teacher workday. There are two weeks at Christmas. Spring Break is in March, NOT connected to Easter. Easter will have two days off. January 27 will be an Elementary Staff Development day.
  2. Faculty Rep Job Description-See Pink Flyer. Please review this paper. Send suggestions to Sandy. This will be voted on at our next faculty rep meeting. Union representation at disciplinary meetings needs to be reviewed and will be voted on at the next meeting.
  3. Staff Development Site Chair Training- Please see white flyer with blue trim. There are many concerns about Staff Development money. There will be a meeting with Garnet Franklin. This will be on Wednesday, March 12, 4:30-6:00 PM. This meeting will cover the specifics of the Minnesota Law and answer questions regarding the roles and decision-making authority of site staff development committees.

COMMITTEE REPORTS:

  1. Elections Committee Report- See Coral Handout- J. Rieck:  The elections will be held in the building. Please pick up ballot boxes on Monday, February 25. The election is on Tuesday, Feb. 26, 2008. Please refer to coral sheet for specific details. There are 60 or more sites.  Make sure members sign in before giving them a ballot.  Please talk to AHEM office is there is a concern.  Only full members will vote. Fair share teachers cannot vote.  Boxes must be brought in on Tuesday evening by 6:00 p.m. Absentee ballots will be sent to your home. J. Rieck made a motion to accept Jody Anderson as AHEM secretary and Lisa Sorenson as AHEM Vice President. Both ran unopposed.  Committee second. Motion Passed. J. Rieck made a motion to accept J. Belpedio, J. Blaha, S.Schaefer, and L. Corgard as delegates to the AFT summer convention.  Committee second. Motion carried.
  2. Membership-L. Ross-School House Rocks is on Friday, April 11, 2008. We need help in finding talent! Personal invitations will be sent to people who are interested! Please send names to Laura.
  3. Candidate Debate-Please see blue flyer for debate details. Elections committee decided to send 2 questions in advance. Other questions were not sent. J. Blaha and J. Belpedio responded to questions. Thank you John and Julie!! There will be one more debate Feb. 25.

PRESIDENTS REPORT:

A. Labor Management Committee- This will be an on-going committee. What will this look like? What are the concerns? The negotiations team will meet and help define recommendations for this committee. This topic will be brought to the Executive Board and then to the Rep. Assembly. Look for further updates.

B. The next Rep. Assembly will be cancelled. Please attend the Coffee and Politics meetings instead. The next Rep. Assembly will be on Feb. 11, 2008

C. Feedback on Elementary Day- The calendar committee will be meeting.  Elementary reps voted 18 to 10 to place day at the beginning of the school year.  The majority of reps voted to recommend a two-week Christmas break in 2008.

D. Grievance Input- Sandy sought input on district-sponsored staff development beyond the duty day.  This information may be used in an upcoming grievance arbitration hearing.

COMMITTEE REPORTS:

A. Contract Vote Report and Ratification-J. Rieck:  Thank you to all the election tellers!! These people spend countless hours assisting with the vote.  Please see white flyer for complete voting results. There was a committee motion and second to recommend and accept the 2007-2009 AHEM Contract Ratification Voting Results. Motion carried.

B. Membership-L. Ross:  School House Rocks will be one night only. This will be on Friday, April 11, 2008. Please sign up. Please come!! All money is donated to student scholarships and AHEF Chance Fund.

C. Legislative Plan-J. Blaha and J. Stoltenburg:  Please see lilac flyer. Coffee and Politics visits are being set. This is a short funding year and a deficit is forecasted. J. Blaha moved to accept AHEM Governmental Legislative Plan for 2008. Committee second, Motion carried. Please come to Coffee and Politics visits. There is an online training video available about the caucuses. It takes about 4 minutes to watch. Candidate screenings for U.S. Senate and Congressional races are taking place at this time. Recommendations will be coming out at a later date. Attend your precinct caucus.

UNFINISHED BUSINESS:

A. School Board Task Forces Membership- There are three task forces. Four AHEM teachers will be appointed to each committee. Two school board members will chair each committee.  There will be about ten 2-hour meetings from now until the end of the school year.   Please contact Sandy if you wish to be involved and be a part of the task forces.

B. Elect Delegates to Education Minnesota Representative Convention-T. Powers made a motion to accept the list of AHEM delegates to the Education Minnesota Rep Convention for Friday, March 14, 2008. Second by B. Rice. Motion carried.

C. AHEM Officer Elections- An election committee has been formed to put together AHEM election guidelines. These guidelines will be aligned with the federal Landrum-Griffin and Education Minnesota election guidelines. The guidelines will be brought to the Executive Board next week for approval.

PROPOSED BUSINESS:

A. Meet and Confer:  Next meeting Thurs., Feb. 21 at 6:30PM.  Some suggested topics: Board Task Forces and labor management committee, MCA tests.

B. Meeting with SD chairs:  Concerns were raised regarding an elementary music staff development meeting.  Participation in the meeting was approved by many school-level staff development committees and then cancelled by an administrator. Building staff development funds are controlled by committees at each building, which should have a majority of teachers. C. Martino moved to set a meeting after school at the AHEM office for teacher members of the district staff development committee.  Sandy will invite someone from Education Minnesota professional issues to discuss legal requirements for the allocation and distribution of staff development funds and the roles of site and district committees.  G. Monahan second. Please have a representative attend once the date is set. Motion carried.

COMMITTEE REPORTS:

A. Rule of 90 Campaign-J. Blaha/J. Stoltenburg:  Please see lilac colored paper. AHEM has made Rule of 90 a top priority. School funding, Health Insurance, and Pension Issues are other Targeted Legislative Issues.

B. Tentative Agreement – J. Belpedio and Negotiations Team:  Please see flyer for complete details. All member actions helped negotiators reach a settlement with the district.  The labor management committee represents a cultural shift.  See white flyer titled Memorandum of Understanding for school board task forces and labor management committee details.  These groups establish a short-term and long-term process for teachers to discuss items and talk to school board members. The labor management committee, made up of AHEM appointees and district administration, will be trained and facilitated by the Bureau of Mediation Services. This will be on an on-going basis.  Executive Board will discuss membership on the task force and committee.

Prep time for elementary is a concern and the 60/40 day is now changed to a full teacher workday. This will go through the calendar committee. It will be for the second year of the contract. Please let you representative know what time of the school year you would like to have this workday. The memorandum of understanding was approved by the executive board.

            Other language items discussed.

            Teachers need to make the decision in disbursing the extra service funds.

            Sick leave bank is now accessible up to 15 days.

            There are additional funds for National Board Certifications.

Salary: Please see flyer for details. If you wish to improve your career earnings, the best way is to get your Masters Degree.

Insurance: 100% single for the most expensive plan will continue.  This is a big victory at the bargaining table.  The same increase to the more expensive single plan will be applied to the family premium.

ABE/ECFE Salary Schedule: Please see flyer for details. This is funded differently than K-12. This formula is different across the state, depending on poverty levels and other actors.  ABE/ECFE teachers also benefited from the maintaining health/dental benefits.

PRESIDENTS REPORT:

A. Letter to Board-Please come and support our negotiators!!

B. Hotline-Do NOT leave messages on the Hotline! Send an e-mail or call the office! Teachers who are deaf or hard of hearing—the message will be posted on the web site.

C. New teacher extra day-Probationary one teachers have an extra day on their contract during the school year besides the three days before the school year.  P2 and P3 teachers must put in three additional days (21 hours and 30 minutes total) during the school year, according to the contract.

D. Please avoid voluntary events after the school day during Work to Rule, even if a token stipend is offered. 

COMMITTEE REPORTS:

A. Mediation Update-J. Belpedio: Please thank the negotiations team!! They are working very hard this round on negotiations. There has been very little change since July.  There are 10 working days until the next mediation session. All workload issues are still on the table. Mediators are busy as there are many districts needing to settle before Jan. 15. There are many guidelines to follow. Constitutional requirements specify many steps in the ratification process. All members need to be involved in Work to Rule. It is important in order to make a difference. AHEM is willing to meet with the district negotiators at anytime. A letter will be sent to parents about work to rule from the district.

B. Warren Harder spoke and expressed thanks for our support in his campaign.

UNFINISHED BUSINESS:

A. EDMN Representative Convention is in March. Please sign up to attend, Call the office if you have any questions. There is a room provided. Meal stipends and mileage are also provided.

PROPOSED BUSINESS:

A. AHEM Officer Elections-Sandy is done June 30 and cannot run again. A committee will meet to develop some guidelines for the race. This will help in developing rules for an even playing field.

B. Settlement Activities-C. Martino: Thank you to everyone for the home e-mails. This is helpful for quick communications. Unity is important. We need to help each other in order to make a huge difference. Your personal contact is extremely important. Please support each other. Sandy’s letter to the board will be sent to everyone in a Negotiations Issues newsletter.

C. Polo shirts- A professional shirt will be coming to officers, building representatives, and executive members. This is to recognize the people who are taking an AHEM leadership role

A. Thank you everyone for help in passing the levy. This means we will be fully funded for the next two years. Especially, a large thank you to Jill and Julie. Also, thank you to John FitzSimons for his hard work!! Thank you to Chris Martino for his hard door knocking work.

B. EDMN Representative Convention- This is an important event and right before spring break. Please sign up and get involved. We need 37 delegates. This is a wonderful opportunity to get involved.

C. Solutions to Workload. Wow! What a turn out for Meet and Confer. There were wonderful speakers. Please come up with 10 items to address the workload issues. Send one suggestion sheet per school to Sandy. This will give ideas to address the problem. 

D. Education Minnesota President Tom Dooher-Questions and Answers

The Rule of 90 will be a priority!

Funding is important- especially in regard to adequate funding.

PS Minnesota is a group working on Educational Funding.

We need common understanding and better working conditions that help our profession.

We need to lead rather than follow.

A. Levy/school Board Report-J. Blaha/J. Stoltenburg:  Please see Purple flyer. Please see postcard on goldenrod flyer. There will be a new plan for the new legislative session. It will be submitted at the next RA. We are looking for people to share their day. Scott Kranz is moving. This will not help with the legislation he has authorized. Election ’08 is starting. New screenings are starting. Precinct caucuses are Feb. 5, 2008.  .

UNFINISHED BUSINESS:

A. Negotiation Planning Committee Activities-C. Martino:  We need you home e-mails. Thank you for your involvement. Several members of the board may still think that these are only individual concerns. We need to show our concerns are widespread.   There are some issues of WORK TO RULE. We need to know what members are thinking. A letter is ready to be sent. It takes time to let our membership know about the critical information. L. Bratland made a motion to WORK TO RULE beginning Tuesday, Nov. 27, 2007. Second by D. LeClair. Motion passed overwhelmingly.

B. Mediation will be on Friday, Nov. 16, 2007.

PROPOSED BUSINESS:

A. Response to Wenzel’s Attack Piece-Again, Refer to the golden rod paper.  There may be some election laws that may have been broken. . L. Anderson moved for Sandy to write a letter to the school board concerning this issue.  G. Monahan second. Motion passed. This will mean that members need to attend the School Board meeting while the letter is read! Please plan to ATTEND!!!

A. School Board/Levy Activities-Blaha/Stoltenburg:  Please see purple flyer for details.

    • There is a candidate forum from 7:00-8:30 PM on Tues., Oct.23. If you wish to submit a question during the forum, it is possible.
    • There will be more door knocking next Sunday. Call the office if you wish to participate.
    • There will be more phone calling. The script is very short and has been working well. Please see more dates, times and place for phone calling. Please sign up.
    • 18,000 Teacher testimonial postcards will be sent out.  We are asking teachers to write 3,000 personalized postcard messages.  Talking points for writing the postcards are being provided.  There are some suggested messages to use. Please complete levy postcards by Fri., Oct. 26.
    • We are somewhat over budget on our levy/school board activities. J. Blaha moved that AHEM authorize up to an additional $5000 for the school board and levy campaign. Second by J. FitzSimons.  Motion carried.
    • Thank you for everyone for volunteering to help!! It has been excellent.

UNFINISHED BUSINESS:

A. Negotiations Planning Committee Activities:  Please see Yellow Organizer. There may be a rolling Work to Rule. Please get your home e-mail addresses to Chris Martino.  121 stickers are to be worn on the Staff Development day. If you are willing to speak about the workload issue at Meet and Confer on Nov. 8, please sign up. Please encourage members to attend on Nov 8!  This is a very important day to show your support and wear red.  Workload issues cut across every grade level and specialty areas. THERE WILL BE AN ORGANIZER ON MEET AND CONFER COMING OUT NEXT WEEK.

PROPOSED BUSINESS:
A. Third Grade Workload Issues- There are considerable additional workload issues with the new Writing Curriculum. There are 7 manuals with 3 new binders. These concerns can be brought forward at Meet and Confer. We are recommending that speakers limit their remarks to3-5 minutes of speaking time.

Also, Please call the AHEM Office if you are NOT getting your prep time.  is a reorganization process.  Teachers will not be evaluated more often than in the past. 

C. Fundraising:  $290 was raised for School Board candidate Marci Anderson at the meeting, plus a $45 incentive from Sandy for a total of $335.  An additional $80 was raised for the AHEM Levy yes campaign.  Please send any additional donations to the AHEM office.

A final survey was completed by Decision Resources.  Supporters of the levy understand that there is a need.  Non supporters were mainly opposed to increase in taxes. C. Mediation Update-J. Belpedio: Please see pink flyer. 100 Days without a Contract. District was not ready to make a move. District is still not ready to address workload issues. All three issues are critical. Nov. 16 is the next Mediation Day. Our three issues define what a professional teacher does and what we are worth.  The time line is now compressed into 2 months or less. The levy is extremely important to us

A. Settlement Actions-C. Martino: Please see bright yellow flyer. Thank you to all the members who sent suggestions to Chris. Please return flyer to report on the election actions in which you are willing to participate.  Please return the flyer to the AHEM Office by Oct. 15!  The Settlement Committee is considering a petition to the school board that would be presented at an upcoming meeting. Thank you for writing postcards. We need to write about 100 more cards. Teachers should look for a response from the school board members. Please schedule and attend building meetings. Work to Rule ideas are being generated. Send pictures of your building efforts to support negotiations to the AHEM Office.  We will try to include these pictures in future Updates.  Building meeting refreshments will be reimbursed if you bring in the receipts!

B. Union Representation at Meetings- Faculty reps can call AHEM for assistance, if a member has been advised that he/she may wish to have a union rep present at a meeting with administration. The building principal does NOT decide who will represent members in these meetings. We advise that the member consult with the AHEM building rep and that you decide together who the union representative should be.   The meeting can be stopped at any time and AHEM can be called if you do not feel you are adequately prepared to represent a member on the topic being discussed.  You have 48 hours to provide AHEM representation, according to the working agreement. Take the time if you need it.

Note on Rule of 90: Education Minnesota Governing Board members are asking for specific steps to be taken to achieve the Rule of 90 in the upcoming legislative session. 

Ways that members can become involved in levy and school board races- Letters to the Editor, Phoning, Door knocking (for Warren Harder), Data Entry (finding polling places for members), and Postcards

C. Negotiations Update—Belpedio:  Please see bright pink flyer. It is the District’s turn to present a package at bargaining.  No progress was made at the last meeting. 100% Single is very important.  This Thursday, AHEM will meet with Education Minnesota representatives to a do a crisis assessment. Next Mediation is October 2, 2007. Please listen to the Negotiation Hotline after each mediation session.  Osseo, Moundsview, Rosemount Apple Valley, Wayzata are a few of the districts who have settled. 2.5% and 2.5% is the average salary schedule improvement in settlements throughout the state. There is a big disparity on health insurance between administration and teachers in District 11. Please keep informed. There will be another update on the hotline after the next mediation session: 952-736-6471.

UNFINISHED BUSINESS:

A. Settlement Actions/ Postcard Campaign-Martino:  We must work to be united in our efforts across the district. As Union Reps we need to make sure we keep informed. Please e-mail Chris Martino if you have ideas for future settlement actions!! Writing postcards to board members is the next action.  Check the talking points.  You may add your own personal messages. Have a postcard party at your site.  All postcards should be returned to the AHEM office. All postcards will be sent from the AHEM office. Please check the dates to determine when the cards should be completed.   If you are unable to meet some deadlines, it is important to meet them as soon as possible.  If you need someone from AHEM leadership to come to your building to assist in building meetings, please contact the AHEM office. Keep receipts for treats and AHEM will reimburse you. New red t-shirts and design may be coming soon. 88 DAYS TODAY WITHOUT A CONTRACT. School board names and addresses are on the web site.

PROPOSED BUSINESS:

A. Donation to Striking U of M Workers- Members from Blaine went to join strikers. (The U of M workers.) J. Belpedio made a motion to send $500 to these U of M workers. Second by J. Jagusch. Motion carried unanimously.

B. Continuing Education Credit for Mental Health- This needs to be completed every 5 years in order to renew your license. Is the district going to continue to offer this class? This is unknown.  The course is offered at the Education Minnesota Professional Conference.

C. Prep time and PLC issues- Is this a contractual issue? Maybe, if PLC’s are meeting during prep time. PLC’s are not individual prep time. Please call the office if you have specific questions. Reading assignments do not HAVE to be done outside the duty day.

COMMITTEE REPORTS:

A. Levy/School Board Update-J. Blaha-Governmental Relations Chair and; Jill Stoltenburg is the Assistant Chair. Please see white flyer. Details about the cuts are listed. 43% of the district budget is mandated by state and federal law; 57% of the budget can be cut by the local school board.  These cuts would include teacher positions.

We need help with our efforts for the levy and school board races: Postcard writing and phoning will occur.  

There is a primary on September 11, 2007. There will be phone calling tonight for get out the vote. www.co.anoka.mn.us/elections is the website to determine your polling place.

We need one teacher to appear in Harder’s campaign literature. Please volunteer if you are in District 5.

No new money has been offered since mid-July. There are three major points that are roadblocks to settlement:  salaries/economics; insurance; and time/workload.   The costing of the package is a problem as well. A one-year 3% raise was given to central office administrators with virtually no school board discussion.

Many AHEM proposals are met with NO responses.

Bargaining decisions are made by the school board.

Mediation takes place tomorrow, September 11, 2007.

January 15 is the deadline for reaching a contract settlement.   After that, the district suffers a monetary penalty.

PROPOSED BUSINESS:

A. Member Actions to Support Negotiations- C. Martino:  The Negotiations Planning Committee will meet to plan actions to support the settlement. There will be a flyer coming out after mediation next week. Ann Lindsey moved to plan one action by the next paycheck. Judy Fedo seconded. Motion passed unanimously. M. McNab moved to have a written document distributed to the membership after each mediation session as soon as possible. K. Butorac second. Motion passes unanimously. Building meetings to discuss bargaining issues are critical. AHEM will reimburse faculty representatives for snacks that are purchased for building meetings.

B. Shirts- Barb Rice showed polo shirts that could be ordered.  They would have AHEM logo and local number (7007) United.  They are $25.00 shirts and from a union shop and would cost less with more orders. Order forms can be sent to reps and orders taken in buildings.

Dawn LeClair invited faculty representatives to call Bill Davids to walk with University of Minnesota union strikers.

B.  Dennis Shablow: Denise and her family were recipients of a previous Coins for the Community drive.  Denise’s husband Bryan was paralyzed in an accident. Denise thanked the faculty representatives for their tremendous support.

COMMITTEE REPORTS:

A. Approve 2007-08 AHEM Budget-J. FitzSimons: See Salmon colored flyer. Move with committee second to accept the 2007-08 budget as presented. Motion passed. Moved with committee second to keep the local dues at $123 for a full time teacher (no increase in local dues).   Motion passed.
B. Governmental Relations Update-J. Blaha/S. Kurdziel

A-H Fall Levy:   AHEM donated $5000.00 to the parent Vote Yes campaign. May 30 is another hearing in Coon Rapids.

  • See white flyer: Camp Wellstone- Very good training and very concrete ideas. Education Minnesota will be working with this group. Members who wish to attend will be funded by Education Minnesota.
  • State meetings-Members will meet with Michele Bachmann’s staff as well as Kline’s staff.
  • State Wide Health Insurance may be a go! No opt out amendments were a part of the final bill. It is now at the Governor’s office. There will be a process before statewide health insurance will begin.  Statewide health insurance may be in place by the fall of 2009.  The legislature has provided a start-up loan that will be paid back over time.
  • Early Childhood bill still needs to be researched.
  • The Budget: Bill passed provides 2% on the foundation formula in the first year and 1% in the second year? This is not enough funding. Some money for all day, every day Kindergarten. There is continued funding for ATTPS, some for college grants; and AP and IB programs. Vouchers for early childhood programs are out.

C. Negotiations-J. Belpedio:  AHEM presented 20 language items at the last negotiation session. There is a meeting again May 22, 2007.  We will begin negotiations of economic items at the June 5, 2007 session. Please listen to the HOTLINE 952-736-6471. The steering committee will meet on Wed., May 23, 2007. The Negotiations Council will meet May 30 at 4:45 p.m. More communications will be coming out and phone trees need to be finalized in each building.

If you have questions or comments regarding bargaining, please call the AHEM office. There will be staff here during the summertime to respond to questions. Hotline is updated within 24 hours of bargaining.
UNFINISHED BUSINESS:

A. Elect one Executive Board Member    Sheila Davies from CPHS is willing to serve. Lisa Sorenson moved to elect Sheila Davies to the one open position on the Executive Board. Second L. Corgard. Motion passed

PROPOSED BUSINESS:

A. Coins for the Community:   L. Sorenson made a motion to conduct a “Coins for Community” drive on behalf of Sarah Erchul. Second by G. Monahan. Motion passed. Please see flyer for details. Checks can be written to AHEM. AHEM will write one check to Sarah representing all the donations received. 

B. Packing and Moving Time- There is usually no extra time or compensation given for packing and moving at the end of the school year. Some staffs have received compensation for moving in the past.  Jackson and Oxbow teachers were compensated when they had to move.  This is a time issue and there should be compensation for moving construction, remodeling, etc. This issue will be discussed at the bargaining table under time/workload. 

C. Instructional Coaches: Tom Cloutier brought forward member concerns regarding the district’s coaching model.   This discussion will be put on the agenda in the fall.

D. Cash in of the Sick Days- There will be a communication going out, advising members to use caution when considering cashing out accumulated sick days.

A. Governmental Relations-Blaha/Kurdziel: Please see purple flyer. The Levy Committee has a planning meeting at Anoka High School at 7:00PM on May 2.

Denise Dittrich has a bill for property tax relief. There will be School board screenings on Tuesday, May 8.

Funding for education bills does not increase by inflation rate. 

Drivers training on-line bill is out.

P.E. requirements are still being considered.

Rule of 90 shows no movement this session, but has a better chance next session. Please send any ideas to Julie.

May 21 is the last day of the legislature, if they don’t go into special session.

B. First 2007-08 Budget Reading-FitzSimons: There needs to be three readings. There is one today, one at the Executive Board and then approval at the final RA of the school year. Proposal is to keep local dues the same at $123 per year. In the last nine years, we have raised the local dues only once. Please see yellow flyer. Money is allocated for school board elections and levy campaign.  Association Days are needed for our negotiators. AHEM maintains a crisis fund for any future needs. On May 21 there will be a final approval of the budget.

A. Meet and Confer Report-Elementary Specialist issue was the first item. With the focus on test scores, specialists are often threatened with cuts in positions. District administration has offered to meet next fall to discuss specialist scheduling.  AHEM would prefer a change in the schedules this spring. This discussion has taken place for eight years. Thank you to our specialist representatives for their hard work!! Large round of applause!

The next part of the discussion concerned the levy. The plan will be developed over the summer. The next levy needs to have an inflationary factor. Re-instating transportation, opening pools, etc. would need to be presented in an extra levy question.

PROPOSED BUSINESS:

A. Executive Board Election-Please see pink flyer. There are many returning members. There is still one opening!! Deb Heuwinkel moved to confirm the Executive Board members for 07-08. J. FitzSimons second. Motion carried.

B. PLC’s and Teacher Homework- How many teachers are being required to be a part of a PLC or a book study group? Are teachers expected to complete homework outside their duty day? If teachers are asked to read and discuss chapters in a book, they should ask administration to identify when during the duty day this work can be accomplished.   Staff Development Money should only be used for buying book study materials if the building TEACHER staff development committee has approved the expenditure. If book study group includes an assignment outside the duty day, then it is outside a teacher’s contractual obligations and should be voluntary.

COMMITTEE REPORTS:

A. Legislative Update--Blaha/Kurdziel: See purple flyer.  Pawlenty is threatening to veto any tax increases to fund education. We need to make sure that education legislation is monitored. Many issues are being discussed: On-line Driver’s Education and ATPPS are topics of discussion.  Rule of 90 isn’t going anywhere this session.  On Wednesday, April 18, Education groups are sponsoring a Virtual Rally. Take this opportunity to write to legislators. All directions are on the purple flyer.  Talking points are included. Class size is an issue but no bill is moving forward in the process.  See yellow flyer about Transportation Bill. On a federal level: Please note the information on the Employee Free Choice Act. This is to streamline votes for forming a union and helps support Union Rights. Screening for school board is on May 8.  Scott Wenzel’s seat will be contested. Cook and Heideman are unopposed at this time. J. Blaha moved that AHEM support the Anoka-Hennepin levy renewal and provide necessary organizational and financial support for the campaign. Second by J. FitzSimons.  Passage of the levy will help retain 500 teacher jobs. Funding comes from the PAC and money that is budgeted locally by AHEM. Motion passed unanimously. If you have any thoughts, please let Sandy or Julie know.

B.Negotiations-Belpedio: We need a Negotiations Council representative from each building.  Please indicate who your person will be. 

1. Goals: See dark pink flyer in packet for the list of goals.   These came from general meetings with members, the negotiation survey, previous grievances, and past bargaining issues.   John Belpedio reviewed the goals.  AHEM will be proposing early out language, which would stipulate that, the district pay both sides of TRA and single Health Insurance. 

2. Meeting dates were set with Paul Cady and Linda Fenwick. The negotiation dates are May 7, 22, June 5, 20, 27. Five dates before July 1 have been agreed upon. A building meeting to review the goals, with a question and answer time, would be a good idea. There may be another negotiation council meeting in May. By May 22, we should have a good idea about the negotiations progress. The HOTLINE Number is 952-736-6471.

The Executive Board has many leadership opportunities. The Executive Board will be confirmed in an election at the April 30 Representative Assembly, unless there is a contest for one of the positions.

C. Faculty Rep Elections Please sign up to be a Faculty Rep. WE NEED YOU!! Please share your ideas and yourself at AHEM next year!!

At the April 30 Representative Assembly, gifts for retiring members in each building will be distributed.

D. Inventory- There seems to be an excessive amount of new work involved for elementary teachers. There are 18 pages with hundreds of items that must be counted. How to address the issue: Need time to do the inventory or pay for us to come and do this.  This item will be brought up during negotiations.

A. Governmental Relations-S. Kurdziel/J. Blaha Organized Ruled of 90 effort at Representative Convention. We got 400 home e-mail addresses. This was an extremely successful campaign. There was a Lobby Day last Wed. All members attending did NOT have Rule of 90. There were good questions about cost. We need to continue with this effort. Let Julie know if you would like to become actively involved. School board race is coming up. Look for more information. This is Scott Wenzel’s seat. There will be screening on April 30. Dan Cook and Tom Heidemann will also be running for their positions. Screening will be done for all these positions. Candidate deadline is in August.

A. Negotiations Goals-J. Belpedio Please see white sheet included. This paper shows the negotiation’s goals. The Council for Negotiations Committee needs to be filled by members. Please encourage another member to be a part of this committee. April 16 is the next meeting date. The indicators for the goals came for building meetings, last round of bargaining, debriefing after last round, issues and grievances, 522 members logged special concerns on the survey, and electronic survey. There are 7 areas. Please let us know how you feel or if you concerned. Each goal was addressed item by item.

COMMITTEE REPORTS:

A. Governmental Relations-Blaha/Kurdziel: Budget targets are coming out in the legislature. There is no extra money. Revenue increases are necessary in order to exact some increases. Superintendents’ organization is pushing Special Education funding. All day everyday Kindergarten may be phased in over time. March 21 is the next AHEM Lobby Day. Many newer members have volunteered to participate. NON-Rule of 90 teachers are attending. See white flyer. Last Lobby day in April will be flexible. J. Belpedio moved to take a local position to support the Rule of 90 Business Item at the Representative Convention Seconded by J. Wolhaupter.  Motion carried unanimously.

B. Negotiations- J. Belpedio: We are working on the same time frame as 2 years ago. Reps. are encouraged to send the survey link to members again. Contact Michelle at AHEM if you need the link. The survey will be available until 4:30 on Friday March 16. PLEASE encourage people to take the survey. Negotiations Council volunteers needed!! Please let your building rep know if you would like to volunteer. We need one per building. Alternative Pay conversation will take place AFTER negotiations are done.

C. Elections-Confirm election of officers

            L. Corgard moved to accept AHEM officers and delegate to the NEA Representative Assembly for 07-08 school year. M. Ellingson seconded. Motion passed.  Lisa Sorenson was re-elected Vice President.  John FitzSimons was re-elected Treasurer.  Jody Anderson was re-elected Secretary.  John Wolhaupter was elected as a local delegate to the NEA Convention in Philadelphia.  There was no opposition for any of these positions.

Executive Board Recommendation on additional release time officers:   Executive board members expressed concerns about the dues increase that would come about with another release time officer.  One release time officer (president) is in-line with other large locals.   The Executive Board recommended that no additional release time officers be added at this time.

COMMITTEE REPORTS: A. School House Rocks-Laura Ross Performance Nights are March 9 and 10. This is a kid friendly production. Please invite family and friends. Middle School Reps please take posters and put them through out the building. High School Reps should distribute 20-30 throughout the building. Extra poster is for distribution in the communities. Principals have received a letter asking them to come to the production. Word of mouth is also important. Please make sure the invitation gets out there. Production is at Coon Rapids auditorium at 7:00 PM. Please come!!! B. Negotiations Survey-J. Belpedio See blue flyers. Need people to serve on the Negotiations Council. This Council is a liaison between the building teachers and the negotiators. This Council will meet approximate once a month after school. This is short-term commitment: April until end of negotiations. First meeting is April 16. This is a joint meeting with the building reps. Survey is on line. This is to expand the responses from the members. It is easy and takes less than 10 minutes. The link will be sent to the teacher reps. Please send this to all teaching staff in your building, even fair share teachers. Try to answer as many member questions as possible yourself; otherwise, contact AHEM. Please see blue flyer for details. There is room for comments, but please keep it to only four lines. Survey should work on all types of hardware. All information will go to the steering committee. Negotiation Goals will be formulated from this survey. On March 26, the RA will vote on these goals. PLEASE encourage teachers to respond to the survey. Try to get everyone involved as this helps determine the negotiations goals.

Attendance was low – about 70 people with about 80% of those being district employees. There will be two additional sets of public hearings in April and Sept.

COMMITTEE REPORTS:

A. Legislative Update-Blaha/Kurdziel-Please see purple flyer. Pawlenty has released his proposed budget.  Pawlenty continues to propose “no new taxes”.   Pawlenty is suggesting a 2% and 2% increase per year.  Schools earning 3 stars and up would get extra funding. He is stressing accountability.  The 70% solution does not affect us. There is a focus on improving high schools. Our legislative goals are out and listed on the purple flyer. There was a legislative dinner last week, with a good turn out of legislators and Anoka-Hennepin members. Pension issues were highlighted at the dinner. The first AHEM Lobby Day is Feb. 1.  A number of members have signed up to participate.  Statewide Health Insurance will be authored again by Senator Don Betzold. Our next Lobby Day in March may focus on Rule of 90. The focus on the Rule of 90 will require at least a two-year effort.  An organizational meeting to discuss Rule of 90 will be coming up soon. Julie Blaha will schedule a date.  We need to mobilize support for this issue.

B. School House Rocks-Ross/Gabrielli- There are many musical volunteers for the show and many people helping behind the scenes. We need short transitional, creative skits. Please sign up to be in the skits. Rehearsals are March 6-8, and the show is March 9 and 10. Student tickets will be $5.00 and adults will be $10.00.

UNFINISHED BUSINESS:

A. Meet and Confer Report- Physical Education teachers spoke about re-opening the pools and physical education requirements. The second part of the agenda was a follow up discussion on previous Meet and Confer topics.  Doug Hodson has been hired to finish the school year as a facilitator for social studies at the district level.  Notification of violent student policy was discussed. Paul Cady followed up on this topic with principals to outline their responsibilities.  Principals will discuss the policy with building staffs.  Please speak with building principal if there is a problem at your site. Teachers should be given a form when they are being notified.

B. Education Minnesota Candidate Forum:  Candidates for Education Minnesota offices have been invited to the next three faculty representative meetings.  Please attend meetings to learn about the candidates.

PROPOSED BUSINESS:

A. Representative Convention Delegate Meetings-Three candidates for Education Minnesota president will be here at the Feb. 12 meeting. They will be given 5 minutes to speak. Q and A will follow. A delegate breakfast or dinner will take place at the convention, and all candidates will be invited to speak. There will be meetings concerning the convention details on Monday Feb. 26 (3:30-4:30) and Thursday, March 1 (4:30-5:30).

B. Candidates for Education Minnesota officers: All officers will be elected at the March convention.

J. FitzSimons amended the motion as follows: During the 2007 legislative session, AHEM will initiate the lobbying effort to gain the Rule of 90 for all of our members. J. Belpedio seconded. Motion passed as amended.

Coffee with AHEM members and Senator Don Betzold will be Wed, Jan. 10, 2007 at Caribou at 242   Senator Betzold is an expert on public employee pension plans.  We will be gaining input from him on the Rule of 90.

Legislative Update Meeting will be held at Greenhaven. Many Legislators will be attending. Please sign up and attend. This will be on Wed. Jan. 17, 5:00-8:30 PM.

First Lobby Day is yet to be determined.  More information will be coming out by e-mail soon. 

UNFINISHED BUSINESS:

A. Meet and Confer Follow-up Topics-- Thursday, Jan. 18 will be the second Meet and Confer.  Reopening the pools and issues regarding physical education and health requirements will be presented during the first part of the meeting. The school board will be asked for follow-up on the Social Studies leadership position, violent student issues, staff development issues, and ATPPS. We urge everyone to attend. Your attendance helps support your fellow teachers.

PROPOSED BUSINESS:

A. Volunteers for Negotiations Planning Committee C. Martino will chair the Negotiations Planning Committee. This committee facilitates communications and actions during the next round of bargaining. Meetings last about an hour and include brainstorming and planning of actions to support negotiations.  Please let S. Skaar or Chris Martino know if you are willing to serve on this committee. J. Wolhaupter, Janelle Paulson, and Vickie Czerwinski volunteered to serve on the committee.  We need two or three additional committee members. 

B. Committee to write guidelines for Coins for the Community. This will be a committee that will meet once. Faculty reps. conduct the drives so we need RA members to determine guidelines.  Lisa Sorenson, Roxie Stone, and Richard Johnson volunteered to help S. Skaar on the guidelines. Thank you so much.

C. Signing and payment of Extra Service Agreements. There is a problem with teachers doing a job and the amount of payment changing later on, with or without the teacher being notified.  Please make sure you sign the agreements at the beginning of the year whenever possible. Both parties should sign contracts.  AHEM would like to see that copies of signed contracts be returned to teachers.  Site Committees make the decision on the division of building extra service funds. L. Corgard made a motion to bring this issue to Meet and Confer. G. Monahan second. Motion passed.

There was a discussion about the funds and a vote was made about the Exemplary Grant Monies. Please consult your building’s Staff Development Committee Representative. If there is problem, please call Sandy.

COMMITTEE REPORTS:

A. Membership Committee-L.Ross: Laura and Michelle have completed a DVD for an “all call” for participants in The School House Rocks. Please get permission to show the DVD in your building. It is two minutes and 45 seconds long. “All call” School House Rocks posters were sent to Building Reps. Please post these!!

B. Legislative Session Overview-Blaha/Kurdziel: Some suggested Goals by the membership are as follows: Rule of 90, all day every day Kindergarten, cap elementary class size at 22, violent student notification. There will be legislator visits to the classroom. Coffee and politics will continue to occur. Please come to the Jan. 17th legislative dinner at Greenhaven. There will be a detailed briefing of Education Minnesota’s legislative priorities. Julie discussed the list of some legislators’ committee assignments. Call J. Blaha for details.

C. Negotiations Building Visits- Please send your notes in. There are still some calendar dates open if you would like a negotiator visit at your site. Please call AHEM if you wish to schedule. The visits have been well attended. Rule of 90 and “time” are two of the other key issues mentioned by members.

UNFINISHED BUSINESS:

A. Elect Delegates to Education Minnesota Representative Convention- Please see white flyer. There is a full contingent of delegates. There were no other volunteers. Call the AHEM Office if you wish to be put on the alternate list. J. Jagusch moved to accept 36 delegates and 3 alternates to The Ed MN Representative Convention. B. Herman seconded. Motion passed. Twelve people, including Julie Blaha, are running for 7 Ed MN Governing Board positions. S. Skaar is running unopposed for Governing Board in Election District A.

B. Elect Members of Negotiations Steering Committee- This committee is made up of 3 people from RA and 3 people from the Executive Board. Nominees: Janet Dixon, Barb Rice, Betty Erickson, J. Jagusch moved to accept the nominees for the Election Steering Committee B. Rice second. Motion passed

C. Meet and Confer Topics- Reinstate Physical Education Requirements, Notification of violent students (Informal survey results were reported).  The district policy regarding notification is found on line on the Anoka Hennepin ISD 11 web site. Please come to Meet and Confer to voice your concerns.

PROPOSED BUSINESS:

A. Site Council Selection-How are other buildings selecting members for their site committees?  Examples as follows:

1.      Grade level is asked for reps for two year rotations.

2.      Two per level and an election.

3.      An election is held, There is a rotation.

4.      Every grade level is required to have a representative.  Volunteers are asked. Two year rotation through a grade level.

5.      Site council is a three year commitment with a required volunteer for each grade level.

6.      Volunteer by department.

B. Rule of 90: This is a big legislative issue. There is a group of teachers that is interested in working on this issue. Some teachers want to know what action has been taken by other locals. The committee would like a list of legislators to contact. They would like Sandy and Julie to come to a meeting concerning this issue. Other issues can be addressed through this action committee. Coffee and Politics will be a good place to start. A list of legislators will be sent to Larry Osmek.  Sandy and Julie will attend the group meeting.

COMMITTEE REPORTS:

A. School House Rocks-Ross/Gabrielli are Co-chairs of the Membership committee. Both are teachers at Coon Rapids High School. The School House Rocks is a teacher only variety show which will run March 9 and 10 this year. A large committee is needed to help put the show together. Faculty representatives are asked to post the all-call for talent at your building.  There is a need for all talents. Michelle and Laura have created a DVD to show at staff meetings in buildings to encourage teacher participation. Please show this in your building.

B. Upcoming Legislative Session-Blaha/Kurdziel are planning AHEM involvement in the new session.

UNFINISHED BUSINESS:

A. Negotiator Building Visits-January meeting dates are available for sign up. Visits are going very well. Notes will be saved and compiled. Three from the Executive board and three members of the RA will be elected to the Negotiations Steering Committee in December. This is for the next round of bargaining. Bargaining typically begins in April, 90 days prior to when the current contract is up. January 15 deadline is still in place.

B. Calendar for Conferences- This issue came up at the last meeting. There are many nighttime hours that are exhausting. The Calendar committee is not a decision-making committee. The committee can’t change teacher duty days and cannot change student contact days. The conversion days can be changed at the building. The school board makes the final decision with input from the committee. It was suggested that negotiators work to reduce 14 hours 20 minutes to 10 hours 20 minutes with consideration of parent contact time spent throughout the year.  There are different ways looking at the number of hours teachers spend e-mailing, answering voice mail, and making other contacts with parents through out the year. Professional judgment is important. Partial flex time is preferred.

C. Education Minnesota Representative Convention- Please consider attending.  The convention is in March in downtown St. Paul. All 3 officer seats are open. A delegate gets a room, meal stipend, mileage, and 1 association day. These days do NOT come off your personal leave day. We also need alternates.

D. Coins for the Community- Please return by Dec. 1. Thank you for your help for a great cause.

PROPOSED BUSINESS:

A. January 18 Meet and Confer topics and other issues: 

1. Follow up Staff Development and notification of students with violent behavior.  Teachers are concerned that there continues to be a problem with notification of violent students. Legislators need to be informed about this issue.

2. Continued work on ATPPS.

3. Conference flexibility should be readdressed. Time is a problem. There is pressure on all of us to do more and more.

4. Contract knowledge is important. If you wish to have a discussion about any contract language, David Kundin and Sandy will be willing to come and assist you at your building.

PRESIDENTS REPORT:

A. 25th Anniversary of the Teacher Strike- Flyer will be in the buildings sometime this week.

COMMITTEE REPORTS:

A. Post-election Analysis/Report-Blaha/Kurdziel- AHEM sent flowers to Julie and Sarah in thanks for their hard work on the election.  Many teacher candidates were elected. Patty Wetterling lost by an 8 point difference. 12 of 18 candidates who were recommended by AHEM were successful.   Jerry Newton did very well but lost by a close margin. 70 or more members were involved helping with this campaign.  Better quality phones will be needed for future phone banks. There was a big get out the vote effort. Hand written post cards were sent out.  New ideas about how to get members involved in the election will be appreciated.

B. Negotiator Building Visits-J. Belpedio

Please see white flyer with calendar of visits. Negotiators will be coming to buildings to listen to concerns about negotiations. What are member priorities?  When negotiators visit your site, use the Pink flyer to focus the concerns. Meetings will last an hour or less. Reps should help by taking notes then send them to AHEM to be compiled. All teachers should be able to come and listen and express themselves. Please publicize the meetings so all teachers are invited. Reach out to teachers to come and involve them in the whole process. All issues are important. AHEM is working for all members.

UNFINISHED BUSINESS:

A. Coins for the Community- There was a motion at the last meeting to start this drive. Please have donations back to AHEM by December1st.  .

B. Meet and Confer- Staff notification of students with violent behavior was one of the issues discussed.  . This is a concern throughout the district. There is inconsistency in adherence to this policy. School safety is a nation wide problem.  .

Staff Development issues-This has been on-going for about a year. Please see orange flyer for points that were made at Meet and Confer. There is a concern that only part of the exemplary grant money was spent for Summer Institute. Staff development committees should be making staff development decisions at the sites.

Alternative compensation-Please see back side of orange flyer for points presented at Meet and Confer. The school board now appears to have limited interest in working on this issue. Part of the funds needed for alternative compensation would go on a local levy.  School board members may see this as an extra burden to taxpayers

District Culture- There was limited acknowledgement by administrators and some board members of this issue.  AHEM approached the issue as a cooperative effort in the areas of respect, use of staff development funds, etc. A district employee satisfaction survey was one of the school board’s defined goals last year, but it never occurred.  Since it was not completed, AHEM may consider doing a survey on this topic.  This would be done with the idea of improving the district culture.

C. Education Minnesota Rep. Convention-Please sign up to be a delegate.  All officer positions will be open in the election at the Rep. Convention.  There is a delegate reception on Friday night. 36 delegates may go besides governing board members.  AHEM can have almost 40 delegates in attendance.

PROPOSED BUSINESS:

A. Calendar for Conferences-J. Norton from Crooked Lake. The conference conversion days are credited at Thanksgiving.  The conference week, with long hours, is a fatiguing week for teachers.   It should be a site decision and should be addressed at each site each year.  Please informally survey your building to determine if your members would like to turn a conference conversion day into daytime conferences.  

B. Third Party Billing-Many special education teachers have concerns regarding this new requirement. The district bills the insurance company for services. This has to be documented and people must be trained. The responsibility has fallen on special education teachers’ workload. Billing used to be centralized.  This was not effective so special education administration has directed that it be done by those people closest to the students. Time should be provided. Sandy will be meeting with Sue Butler in December and will address this issue.

B. Membership Packets- There is a membership list in each packet. Check this list. Please contact new teachers who have not yet joined AHEM. Teachers update their address with the district and that is automatically updated at AHEM too.  If Fair Share members need another application, please contact AHEM office.

There is another political flyer to pass out to the members. There is a poster to hang in a lounge but not any public areas.

C. There are free packets of products. A vendor provided this gift. Please enjoy.

COMMITTEE REPORTS:

A. Elections-Kurdziel/Blaha- There is a final push for this campaign. Please see purple flyer for dates to help during the political campaign. Getting the vote out is the important goal until elections. Please volunteer to help. Many opportunities are available to door knock and telephone. We are looking for members to help on Election Day; please sign up to help in labor activities. If you are working on any other campaign, please let us know. The most common length of time is two hours. There was a very successful union effort at the Halloween Parade. Thanks to those of you who volunteered.

UNFINISHED BUSINESS:

A. Negotiator Building Visits-A sign-up sheet for after school meetings in November and December was circulated. Indicate the night and time and who to contact in the building. Janie and Michelle will have the sign up sheet in the office. Please call if you cannot sign up tonight. Most of the nights will be Tuesday, Wednesday and Thursday. There will be a format to help this discussion. Salary, health insurance, severance, contract issues etc will be discussed. The meetings will run approximately one hour.

B. Nov. 9 – Meet and Confer is coming up on November 9.  Please see white flyer as to the topics. Please come to either listen and/or participate.

PROPOSED BUSINESS:

A. Education Minnesota Representative Convention:  The Convention is March 16 and 17, 2007. This is a very important year.   There are many candidates running for office: President, Vice-President, and Treasurer/Secretary. We will be inviting the candidates to AHEM in order to learn about them. We have an opening for 36 members to attend. Please sign up for this exciting opportunity. Mileage, room, meal vouchers, and an association day are being offered as an incentive. Julie Blaha is up for re-election to the Governing Board.

B. Roosevelt Middle School-Robin Riviere spoke on behalf of the Roosevelt staff.   Please see white flyer. Robin made a motion to start Coins for Community campaign for the Shablow family.   J. Jagusch second. Motion passed.

C. There is a concern about violent students. Staff members must be notified. There will be a follow up to this issue. This will also be addressed at Meet and Confer.

D. The school board will have a Board Work Session on November 6 with one of the topics concerning a Social Studies Facilitator. Please attend the Work Session if interested.

E. ATTPS article in the paper was commented on.

F. There are two grievances in process.

PROPOSED BUSINESS:

  1. Staff Notification of Student Violent Behavior-Teacher Rights discussed this issue last week. This law was passed with no penalties. The process in district is 11 is determined by the principal in each building. There is some reporting of weapons by districts to the state department. This information will be requested from the state. However, according to law, classroom teachers must be notified before a student is placed in the classroom if there is student with a violent student. L. Corgard made a motion to bring this topic (Staff Notification of Student Violent Behavior) to Meet and Confer. D. Heuwinkel second.  There is a district policy on the web site. Please talk to colleagues about this notification process. Motion Passed Unanimously. AHEM will take a poll about this issue.
  2. 25th Anniversary of the Strike-The history of our organization is critical to our rights as teachers and should not be taken for granted. This will be the time to think about why the union is needed and how it has helped our membership. Please send in any memorabilia about this topic to AHEM. Your help is needed in this effort!
